Transferring characters to other account.

Is it possible to transfer a character to another account?

The problem is, that i have 5 chars on my 1st account and i need the Security Answer to delete them, which of course i forgot.
So i made a new account, in order to make a new char. Now i have bought subscription for the 2nd account, completely forgetting about my other characters.
So therefore i want to transfer my best char on my 1st account to my 2nd account, like the option there is in WoW.
